Intersect’s governance actions pipeline

With on-chain governance in full swing and the successful rollout of smart contracts for budget administration, Cardano’s governance action processes have brought a new level of transparency.
Although a true testament to the Cardano community’s collaboration, the governance action process continues to offer the community a way to make key decisions about the blockchain’s future.
Given this forward momentum, we decided to outline the governance actions Intersect is working on, and you can expect to see plumbed into the network by the end of this year. These are the currently planned actions; expect things to change.
Constitutional Committee context
We are aware that a member of the Constitutional Committee (CC), the Atlantic Council, has indicated their intention to resign from the CC on November 25. Under the current constitutional guardrails, the CC must comprise at least seven members. As a result, this resignation will temporarily pause governance actions that require CC approval. We are actively working with the Civics Committee and the broader community to consider how on-chain governance operations can be restored as soon as possible, with further updates to follow shortly.

Alongside this, work continues to refine the 2026 Budget Process Framework in collaboration with ecosystem stakeholders, and progress is being made on the Executive Director recruitment.

Intersect’s Growth and Marketing Committee (GMC) is dedicated to advancing innovative and impactful marketing and ecosystem growth strategies. Additionally, the GMC is committed to attracting, empowering, and directing global marketing initiatives, breaking traditional boundaries that promote growth and adoption, all while working within the decentralized governance structure of the Cardano ecosystem. To achieve success, the committee developed a Survey to understand the Cardano marketing landscape better. Join us as we explore the findings together.

Voting for the committee elections opens Monday, October 27, 2025, at noon UTC. To be considered as an eligible voter, you must have become a paid member by noon UTC on Monday, October 27, 2025. The voting period will be open until noon UTC on November 7, 2025.
Improving smart contract capacity: Parameter updates enter Cardano testnet

Intersect’s Technical Steering Committee has endorsed a series of parameter updates focused on improving smart contract capacity. Now entering Cardano’s testnets, these changes increase Plutus execution memory and update the Plutus V2 cost model, a key step in optimizing on-chain performance through safe, transparent governance.
On behalf of the Technical Steering Committee, Intersect will proceed in conjunction with the Parameters committee to iterate on and submit these governance actions over the coming months.
Building a better budget process for 2026: Proposing a multi-step framework

As we prepare for 2026, a joint initiative between the Cardano Foundation and Intersect’s Budget Committee has been hard at work reimagining the way we plan, review, and execute a Cardano budget process.
